"Dime piece" is one of the many colloquialisms for a woman possesed of exceeding, near-perfect beauty. The phrase was creating by young, urban, African American males.
It is a layered permutation and abstraction (as these bits of slang tend to be) of the phrase "a pefect 10".
The value of a "dime" being 10, and the pronoun of "piece", being used ubiquitously throughout the urban culture interchangeably with "place", "thing", etc. Whenthese two are combined they form the simple, if inelegant phrase - "dime piece".

Proper usage would be "Yo, check out that that dime piece right there, son."
Or the abbreviated, "Dayum! Shorty right there is a dime!"
